Resources on Quitting Smoking?

My girlfriend’s parents have been smoking for over 30 years. They smoke 3 packs + a cigar / day on average. They have made countless attempts to stop, including reading books, group sessions, chemicals (such as the patch and gum), and even hypnosis.

They don’t speak English that well (they’re Russian), and they don’t have that much money (but apparently enough to afford their tobacco).

Does anyone know any drastic methods which they could use? They would be very determined if they weren’t discouraged and had something they could believe would work.
